This item is not crafted, it is obtained by sneak + right clicking any empty storage cell in your hand, whcih also removes the storage cell used to craft the ME Storage Unit. A full stack of Wireless Boosters in a ME Wireless Access Point gives a range of 528 blocks and uses about 8,210 RF/t. Currently most quantum teleportation experiments are based on qubits. I personally like this about RS because it allows me to just use wireless instead of laying down 100 blocks of cable to reach another building.
